Summary
Prohibits any U.S. department or agency from entering into any contract with any Chinese entity for the procurement of goods or services until the People's Republic of China signs the Agreement on Government Procurement as provided for in the Uruguay Round Agreements Act. Defines "Chinese entity" as any entity located in the People's Republic of China, the majority of which is owned or controlled by the Chinese government or by Chinese nationals.

To prohibit the awarding of contracts by the Federal Government to Chinese entities until the People's Republic of China signs the WTO Agreement on Government Procurement.
