SENATE RESOLUTION NO. 87
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Alexander E. Briseño for his many years of outstanding
  service to the City of San Antonio; and
         WHEREAS, Devoted to the San Antonio community, Mr. Briseño
  has used his expertise and organizational skills to effectively
  manage the many responsibilities of his various positions with
  the city; he is currently retiring as chairman of the board of the
  San Antonio Water System; and
         WHEREAS, Alexander Briseño began his career with the city
  in 1977 as an assistant to the city manager; he was appointed to
  the position of city manager in April of 1990, and he served in
  that capacity for nearly 11 years until his retirement in 2001;
  and
         WHEREAS, As city manager, he supervised the activities of
  city departments and fostered numerous neighborhood and citywide
  projects on behalf of area residents; in 1996, he was elected as a
  fellow in the National Academy of Public Administration; and
         WHEREAS, A distinguished public servant, he has also
  served in a number of short-term positions, such as interim
  president of the San Antonio Hispanic Chamber of Commerce,
  president of the San Antonio Water System, and interim president
 
         WHEREAS, An exemplary gentleman and a highly talented
  administrator, Alexander Briseño is respected by his colleagues
  in city government and by the citizens of San Antonio, and the
  entire community is grateful for his expertise and leadership;
  now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 82nd
  Legislature, 1st Called Session, hereby commend Alexander E.
  Briseño for his invaluable contributions to the City of San
  Antonio and his service as chairman of the board of the San
  Antonio Water System and extend to him best wishes for the
  retirement years ahead; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of esteem from the Texas Senate.
