SENATE RESOLUTION NO. 849
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Judge Brian L. Owsley on the occasion of his
  retirement; and
         WHEREAS, Judge Owsley has served as Magistrate Judge for
  the United States District Court for the Southern District of
  Texas since May 9, 2005; he had previously served as an appellate
  attorney with the Equal Employment Opportunity Commission, an
  attorney in private practice at the law firm of Ross, Dixon, and
  Bell in Washington, D.C., and a trial attorney for the Civil
  Division of the United States Department of Justice; and
         WHEREAS, Over the course of his career with the United
  States District Court, he has adjudicated a wide variety of civil
  cases and reviewed numerous writs of habeas corpus and social
  security disability appeals; and
         WHEREAS, Judge Owsley has shared his considerable
  expertise with others in the legal field as a member of a number
  of professional organizations; he is a member of several bar
  associations and is a Fellow of the Southern Poverty Law Center
  and of Human Rights Watch; and
         WHEREAS, An exemplary public servant, he is respected and
  admired by his colleagues, and his presence on the bench of the
  United States District Court for the Southern District of Texas
  will be greatly missed; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas,
  83rd Legislature, hereby commend Judge Brian L. Owsley on his
  commitment to justice and to upholding the highest of standards
  while serving as an attorney and as a magistrate judge and extend
  to him best wishes for continued success in all his endeavors;
  and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of esteem from the Texas Senate.
