| WHEREAS, The Senate of the State of Texas is pleased to | ||
| recognize Judge Brian L. Owsley on the occasion of his | ||
| retirement; and | ||
| WHEREAS, Judge Owsley has served as Magistrate Judge for | ||
| the United States District Court for the Southern District of | ||
| Texas since May 9, 2005; he had previously served as an appellate | ||
| attorney with the Equal Employment Opportunity Commission, an | ||
| attorney in private practice at the law firm of Ross, Dixon, and | ||
| Bell in Washington, D.C., and a trial attorney for the Civil | ||
| Division of the United States Department of Justice; and | ||
| WHEREAS, Over the course of his career with the United | ||
| States District Court, he has adjudicated a wide variety of civil | ||
| cases and reviewed numerous writs of habeas corpus and social | ||
| security disability appeals; and | ||
| WHEREAS, Judge Owsley has shared his considerable | ||
| expertise with others in the legal field as a member of a number | ||
| of professional organizations; he is a member of several bar | ||
| associations and is a Fellow of the Southern Poverty Law Center | ||
| and of Human Rights Watch; and | ||
| WHEREAS, An exemplary public servant, he is respected and | ||
| admired by his colleagues, and his presence on the bench of the | ||
| United States District Court for the Southern District of Texas | ||
| will be greatly missed; now, therefore, be it | ||
| RESOLVED, That the Senate of the State of Texas, | ||
| 83rd Legislature, hereby commend Judge Brian L. Owsley on his | ||
| commitment to justice and to upholding the highest of standards | ||
| while serving as an attorney and as a magistrate judge and extend | ||
| to him best wishes for continued success in all his endeavors; | ||
| and, be it further | ||
| RESOLVED, That a copy of this Resolution be prepared for | ||
| him as an expression of esteem from the Texas Senate. | ||
