SENATE RESOLUTION NO. 18
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Armando Chapa, who is retiring as Corpus Christi City
  Secretary on January 3, 2014, after 35 years of outstanding
  service with the city; and
         WHEREAS, Mr. Chapa joined the city staff in November of
  1978 as department head for employment programs after having
  served the League of United Latin American Citizens in a variety
  of positions; he was appointed by the city council to the
  position of secretary in 1985; and
         WHEREAS, A graduate of Texas A&I University, he has served
  the people of Corpus Christi with distinction over the course of
  a career that has seen him work with seven mayors and 48 council
  members; he is a member of the Academy for Advanced Education of
  the International Institute of Municipal Clerks; and
         WHEREAS, Talented and resourceful, he has handled many
  important responsibilities as city secretary, including
  record-keeping for public meetings, managing open records
  requests, and overseeing elections; he played an important role
  in modernizing the secretary's office by automating the agenda
  and minutes preparation process and moving its records from a
  printed index to a digital format accessible on the city's
  website; and
         WHEREAS, An exemplary public servant, he is respected and
  admired by his colleagues and the public alike, and his presence
  with the City of Corpus Christi will be greatly missed; now,
  therefore, be it
         RESOLVED, That the Senate of the State of Texas, 83rd
  Legislature, 3rd Called Session, hereby commend Armando Chapa on
  his exceptional service to the people of Corpus Christi as city
  secretary and extend to him best wishes for continued success in
  all his endeavors; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of esteem from the Texas Senate.
