| BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 3, Article VII, Texas Constitution, is | ||
| amended by adding Subsection (f) to read as follows: | ||
| (f) The Legislature may permit a school district to create | ||
| a school security district and impose a school security ad valorem | ||
| tax for the purpose of providing crime prevention measures, | ||
| provided that the school district is required to obtain voter | ||
| approval of the creation of the school security district and the | ||
| imposition of a school security ad valorem tax. A school security | ||
| district may be governed in the manner provided by general law. | ||
| SECTION 2. This proposed constitutional amendment shall be | ||
| submitted to the voters at an election to be held November 5, 2013. | ||
| The ballot shall be printed to permit voting for or against the | ||
| proposition: "The constitutional amendment authorizing school | ||
| districts to form school security districts and impose ad valorem | ||
| taxes for crime prevention measures." | ||
