A JOINT RESOLUTION
  proposing a constitutional amendment authorizing elections for the
  recall of independent school district trustees.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article VII, Texas Constitution, is amended by
  adding Section 3-c to read as follows:
         Sec. 3-c.  The legislature may enact a general, local, or
  special law authorizing the removal from office of a member of the
  board of trustees of an independent school district by a majority
  vote of the qualified voters of the school district voting at an
  election held to recall the school district trustee.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 5, 2013.
  The ballot shall be printed to provide for voting for or against the
  proposition: "The constitutional amendment authorizing elections
  for the recall of independent school district trustees."
