A BILL TO BE ENTITLED
 
AN ACT
  relating to the school district grievance procedures for resolving
  complaints received by students' parents or guardians.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 26.011, Education Code, is amended to
  read as follows:
         Sec. 26.011.  COMPLAINTS. (a)  The board of trustees of each
  school district shall adopt a grievance procedure under which the
  board shall address each complaint that the board receives from a
  parent or guardian of a student or that otherwise concerns a
  [concerning] violation of a right guaranteed by this chapter or
  other law.
         (b)  The grievance procedure adopted under Subsection (a)
  must encourage the use of an alternative dispute resolution
  procedure described by Chapter 154, Civil Practice and Remedies
  Code, for the resolution of a complaint the board receives from a
  parent or guardian of a student.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
