A BILL TO BE ENTITLED
 
AN ACT
  relating to the composition of the governing body of certain
  regional planning commissions.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 391.006, Local Government Code, is
  amended by adding Subsection (c) to read as follows:
         (c)  If a county participating in a commission has a
  population of 3.3 million or more, the governing body of the
  commission must have:
               (1)  two members representing each participating
  county; and
               (2)  as representatives of each participating
  municipality:
                     (A)  two members; and
                     (B)  for a municipality with a population over
  100,000, an additional representative for each 250,000 population
  increment.
         SECTION 2.  A regional planning commission to which Section
  391.006(c), Local Government Code, as added by this Act, applies
  shall select members of its governing body as required by that
  section not later than January 1, 2012.
         SECTION 3.  This Act takes effect September 1, 2011.
