relating to procedures applicable to adoption of the public school | ||
curriculum by the State Board of Education. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Section 28.002, Education Code, is amended by | ||
adding Subsection (c-2) to read as follows: | ||
(c-2) The State Board of Education's procedures for | ||
adopting the essential knowledge and skills of the required | ||
curriculum under Subsection (c) must provide that: | ||
(1) any amendment to the proposed essential knowledge | ||
and skills of a subject that will be offered during a board meeting | ||
must be submitted to other board members and, through posting on the | ||
agency's website and any other appropriate method of providing | ||
access, made available for public review not later than the third | ||
business day preceding the date of the board meeting in order to be | ||
eligible for adoption by a majority of the board members present and | ||
voting; | ||
(2) any amendment described by Subdivision (1) that is | ||
not submitted to other board members and made available for public | ||
review by the date and in the manner stated by that subdivision may | ||
be adopted only by a vote of two-thirds of the entire membership of | ||
the board; and | ||
(3) the board may not vote on final adoption of the | ||
complete essential knowledge and skills of a subject, as amended by | ||
board members in accordance with Subdivisions (1) and (2), unless | ||
at least 24 hours have elapsed since the time at which the final | ||
amendment was adopted. | ||
SECTION 2. This Act takes effect September 1, 2011. |
