A BILL TO BE ENTITLED
 
AN ACT
  relating to the deadline for hiring or rejecting applicants for
  state job vacancies.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 651, Government Code, is amended by
  adding Section 651.011 to read as follows:
         Sec. 651.011.  DEADLINE TO HIRE OR REJECT APPLICANT. (a)  In
  this section, "state agency" means a board, commission, department,
  office, or other agency in the executive branch of state government
  created under the constitution or a statute of this state,
  including an institution of higher education as defined by Section
  61.003, Education Code.
         (b)  This section does not apply to a vacancy in a state
  office that is to be filled by appointment by the governor.
         (c)  Except as provided by Subsection (d), not later than the
  30th day after the date a state agency receives an application for a
  job vacancy, the state agency shall:
               (1)  review the application and either offer employment
  to or reject the applicant; and
               (2)  notify the applicant of the state agency's
  decision.
         (d)  If a state agency receives an incomplete application,
  the state agency shall notify the applicant that the application is
  incomplete as soon as practicable after the agency determines that
  the application is incomplete.
         SECTION 2.  This Act takes effect September 1, 2023.
