R E S O L U T I O N
         WHEREAS, Oswaldo Rodriguez of Garland has earned the 2011 Ed
  Davis Litter Law Enforcement Award from Keep Texas Beautiful; and
         WHEREAS, Named in honor of a longtime Keep Texas Beautiful
  supporter, the award recognizes law enforcement professionals who
  go above and beyond the call of duty in their approach to the
  enforcement of environmental laws and regulations; and
         WHEREAS, A certified code enforcement officer since 2003, Mr.
  Rodriguez became field supervisor in the City of Garland Code
  Compliance Department in 2005; the following year, he established
  Code Cares, a program to help maintain the properties of Garland
  residents facing hardship; the initiative has inspired many to
  provide volunteer yard work, trash removal, and general upkeep for
  homes of people in need, especially the disabled and elderly; and
         WHEREAS, Our communities benefit immeasurably from the
  dedication of citizens like Oswaldo Rodriguez, who give freely of
  their time and talents in service to others; now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby congratulate Oswaldo Rodriguez on earning the
  2011 Ed Davis Litter Law Enforcement Award from Keep Texas
  Beautiful and extend to him sincere best wishes for continued
  success with his important work; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Rodriguez as an expression of high regard by the
  Texas House of Representatives.
