R E S O L U T I O N
         WHEREAS, Lance Kinney, executive director of the Texas Board
  of Professional Engineers, has received two prestigious honors from
  the National Council of Examiners for Engineering and Surveying;
  and
         WHEREAS, In April 2013, Mr. Kinney was presented with the
  Meritorious Service Award for the NCEES Southern Zone; he
  subsequently was selected as the recipient of the organization's
  national Meritorious Service Award; and
         WHEREAS, Mr. Kinney has served on the Texas Board of
  Professional Engineers for nearly a decade, and he is responsible
  for all agency programs and activities; in addition, he represents
  TBPE at state and national functions and travels around Texas to
  deliver licensing and ethics outreach presentations at
  universities, companies, and association meetings; he has served
  NCEES in a number of capacities, chairing its MBA, Computer Based
  Testing, and Software Engineer committees; in addition, he guided
  the hosting of the organization's 2012 Southern Zone meeting in
  Austin; and
         WHEREAS, This dynamic Texan previously worked in the
  semiconductor industry for 11 years, and he has lectured as an
  adjunct professor in the engineering and technology department at
  Texas State University and in the electronics and advanced
  technologies department at Austin Community College; currently
  working on his doctorate in instructional technology at The
  University of Texas at Austin, he holds a bachelor's degree in
  physics from UT and a master's degree in industrial technology from
  Texas State University; and
         WHEREAS, Lance Kinney has distinguished himself through his
  commitment to the advancement of his profession, and he may take
  justifiable pride in this well-deserved recognition of his
  contributions; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature, 1st Called Session, hereby congratulate Lance Kinney
  on his receipt of the national and Southern Zone Meritorious
  Service Awards from the National Council of Examiners for
  Engineering and Surveying and extend to him sincere best wishes for
  continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Kinney as an expression of high regard by the Texas
  House of Representatives.
