  268-acre dairy farm into a suburban neighborhood; the new
  homeowners in the area formed the North Richland Hills Civic League

  on what was once the Jones Farm; and

  70,000 people, making it the fourth-largest city in Tarrant County;
  a vibrant suburban community, the city benefits from its close
  proximity to Fort Worth, as well as from being within commuting
  distance of Dallas; and
         WHEREAS, Residents of North Richland Hills enjoy a strong and
  reliable local infrastructure and an array of city services,
  including an expansive 800-acre park system; other popular
  attractions in the city include NRH2O Family Water Park, the first
  municipally owned water park in the State of Texas, as well as Iron
  Horse Golf Course, the Richland Tennis Center, and the North
  Richland Hills Library; and

  Richland Hills has built a well-deserved reputation as a desirable
  place to live and work, and its residents may take pride in the
  place they call home; now, therefore, be it
