R E S O L U T I O N
         WHEREAS, Judge Eddy Spivey was honored by the City of Odessa
  during Black History Month 2023 in recognition of his exemplary
  public service; and
         WHEREAS, Dedicated to his community, Judge Spivey served as
  justice of the peace for Precinct 4 for 28 years before his
  retirement in December 2022; during his final four years in office,
  he and his sister, Mari Spivey Willis, held the rare distinction of
  being sibling elected officials, while she served as a member of the
  Odessa City Council; and
         WHEREAS, Judge Spivey diligently carried out his many
  responsibilities, including presiding over elections, handing down
  sentences, and performing marriage ceremonies; in addition, he
  served for three decades on the board of the Odessa Housing
  Authority, including as its president; he is a member of the Ector
  Lions Club, St. James Missionary Baptist Church, and Alpha Phi
  Alpha Fraternity; and
         WHEREAS, The son of Haskell and Myrtle Lee Spivey, Eddy
  Spivey graduated from Blackshear High School and The University of
  Texas Permian Basin; he served his country in the U.S. Army during
  the Vietnam War, attaining the rank of sergeant E-5; he was employed
  by Shell Oil Company for 22 years, and for over a decade, he was the
  co-owner of Trio Liquor Store; and
         WHEREAS, In all his endeavors, Judge Spivey enjoys the love
  and support of his wife, Joyce Spivey, with whom he has shared 46
  years; the couple take great pride in their three children, Juan and
  his wife, Lori, Krisiti and her husband, Vaughn, and Wyshanna, as
  well as in their five grandchildren and their great-grandchild; and
         WHEREAS, Judge Spivey has greatly benefited his fellow
  citizens through his long record of public service, and it is indeed
  a pleasure to join in honoring him at this time; now, therefore, be
  it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby congratulate the Honorable Eddy Spivey on his
  recognition by the City of Odessa during Black History Month 2023
  and extend to him sincere best wishes for the future; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for Judge Spivey as an expression of high regard by the
  Texas House of Representatives.
