R E S O L U T I O N
         WHEREAS, Troy Finner was sworn in as chief of the Houston
  Police Department on April 5, 2021, marking a significant milestone
  in the impressive career of this veteran law enforcement
  professional; and
         WHEREAS, Born in the city's Fifth Ward and raised in the Hiram
  Clarke neighborhood, Troy Finner graduated from James Madison High
  School in 1985; he was at the top of his class at Sam Houston State,
  where he received his bachelor's degree in criminal justice, and he
  went on to earn a master's degree in criminology from the University
  of Houston-Clear Lake; he is also a graduate of the Senior
  Management Institute for Police, the Police Executive Leadership
  Institute, and the FBI's National Executive Institute; and
         WHEREAS, Chief Finner joined the Houston Police Department in
  1990, and over the course of his exemplary 31-year tenure with the
  department, he has served with the Office of Public Affairs,
  Southwest Division, South Gessner Division, and the Internal
  Investigation Command; since 2016, he has served as executive
  assistant chief, and in that position he oversaw the department's
  field and support operations, with responsibility for 15 patrol
  divisions, the Traffic Enforcement Division, the Emergency
  Communications Division, the Mental Health Division, and the Gang
  Division; as chief, he takes command of the police department of the
  fourth largest city in the United States, overseeing more than
  5,300 sworn officers and 1,200 civilian staffers; in all his
  endeavors, he enjoys the love and support of his wife, Sharon; and
         WHEREAS, Committed to community policing, Chief Finner has
  earned the respect and admiration of his fellow officers, and the
  citizens of Houston are fortunate to have the benefit of his
  seasoned leadership in this critical post; now, therefore, be it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature hereby congratulate Troy Finner on his appointment as
  chief of the Houston Police Department and extend to him sincere
  best wishes for success in his important work; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Chief Finner as an expression of high regard by the
  Texas House of Representatives.
