R E S O L U T I O N
 
         WHEREAS, Anthony J. Snipes, the city manager of Missouri
  City, was installed as president and chair of the National Forum for
  Black Public Administrators on April 6, 2019; and
         WHEREAS, A highly regarded municipal administrator,
  Mr. Snipes has built a proven record of leadership and gained a
  wealth of knowledge from his tenure in Missouri City as well as from
  his previous positions in Austin, Fort Worth, and Dayton, Ohio; and
         WHEREAS, Mr. Snipes became the chief administrative officer
  for Missouri City in December 2015; in the years since, he has
  overseen the city's more than 350 full-time employees and a
  combined annual budget of nearly $140 million; he counts among his
  many accomplishments the creation of the Missouri City Parks
  Foundation, the introduction of the High Performance Organization
  Framework system to efficiently manage the city's workforce, and
  the launch of such important initiatives as Voice2Vision, the
  Community Walk and Ride Tour, and the Nuisance Abatement Team; and
         WHEREAS, In addition to fulfilling his duties as city
  manager, Mr. Snipes has held leadership roles with a number of
  civic organizations, including the Texas City Management
  Association and the Institute for Building Technology and Safety;
  and
         WHEREAS, Mr. Snipes holds a bachelor's degree in political
  science and sociology from Mercer University and a master's degree
  in public administration from Florida State University; in all his
  endeavors, he enjoys the love and support of his wife, Dr. Tracie
  Snipes, and he takes great pride in their two children; and
         WHEREAS, Through his dedication and expertise, Anthony
  Snipes has made a positive and lasting difference in the lives of
  countless Texans, and the experience he has acquired over the years
  will serve him well as he takes on this challenging new role; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 86th Texas
  Legislature hereby congratulate Anthony J. Snipes on his
  installation as president and chair of the National Forum for Black
  Public Administrators and extend to him sincere best wishes for the
  future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Snipes as an expression of high regard by the Texas
  House of Representatives.
