| BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 67, Article XVI, Texas Constitution, is | ||
| amended by adding Subsection (c-1) to read as follows: | ||
| (c-1) This state is not liable for any debts or other | ||
| obligations of a retirement system described by Subsection (c) of | ||
| this section. The legislature may not appropriate money to a | ||
| retirement system described by Subsection (c) of this section to | ||
| pay any debts or other obligations of the retirement system. | ||
| SECTION 2. This proposed constitutional amendment shall be | ||
| submitted to the voters at an election to be held November 7, 2017. | ||
| The ballot shall be printed to permit voting for or against the | ||
| proposition: "The constitutional amendment prohibiting the | ||
| legislature from appropriating state money to a local public | ||
| retirement system to pay any debts or other obligations of the | ||
| retirement system." | ||
