A JOINT RESOLUTION
  proposing a constitutional amendment to prohibit the state or a
  governmental entity in the state from providing support for the
  performance of an abortion or abortion-related services.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article III, Texas Constitution, is amended by
  adding Section 52l to read as follows:
         Sec. 52l.  This state or a governmental entity in this state
  may not provide support to a person or facility that performs
  abortions or provides abortion-related services. Support
  includes:
               (1)  directly or indirectly using state or local tax
  revenue to finance the performance of an abortion or a service
  related to an abortion; and
               (2)  providing preferential access to assets that are
  owned or controlled by this state or a governmental entity in this
  state through a lease, contract, or other agreement.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 8, 2011.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment to prohibit the state
  or a governmental entity in the state from providing support for the
  performance of an abortion or abortion-related services."
