A JOINT RESOLUTION
  proposing a constitutional amendment regarding public free schools
  and prohibiting certain state regulation regarding private
  educational settings.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 1, Article VII, Texas Constitution, is
  amended to read as follows:
         Sec. 1.  (a) A general diffusion of knowledge being
  essential to the preservation of the liberties and rights of the
  people, it shall be the duty of the Legislature of the State to
  establish, ensure public oversight of, and make suitable provision
  for the support and maintenance of an efficient system of public
  free schools.
         (b)  Each child of school age who resides in this state is
  entitled to access, with the consent of the child's parent, a public
  free school.
         (c)  The state may not:
               (1)  abridge the right of a parent to place the parent's
  child in an educational setting of the parent's choice outside of
  the public free schools; or
               (2)  regulate the provision of education in an
  educational setting for which the state does not provide support or
  maintenance.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 7, 2023.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment regarding public free
  schools and prohibiting certain state regulation regarding private
  educational settings."
