| WHEREAS, With the state facing a $26 billion shortfall, there | ||
| is great risk that unfunded mandates will be placed on local | ||
| governments and that local property tax payers will have to bear the | ||
| brunt of state directives; and | ||
| WHEREAS, Unfunded and underfunded mandates from both the | ||
| state and federal governments impose costs on Texas cities, | ||
| counties, school districts, community college districts, and | ||
| hospital districts, all of which then have no choice but to increase | ||
| local property tax rates or reduce services; and | ||
| WHEREAS, In light of the recent economic recession, which | ||
| continues to affect citizens and local governmental entities alike, | ||
| it is especially critical that the state avoid generating | ||
| additional costs for Texas cities, counties, school districts, | ||
| community college districts, and hospital districts; now, | ||
| therefore, be it | ||
| RESOLVED, That the 82nd Legislature of the State of Texas | ||
| hereby express its intent to avoid placing unfunded mandates, | ||
| including any that may be part of emergency measures, on local | ||
| governments. | ||
