WHEREAS, William C. Morrow is being posthumously honored by | ||
PermiaCare with a building dedication ceremony in Midland on March | ||
29, 2019; and | ||
WHEREAS, PermiaCare, formerly Permian Basin Community | ||
Centers, was established in 1969 to provide mental health and | ||
mental retardation services to the residents of Midland County; | ||
today the organization helps over 10,000 individuals annually | ||
through programs related to mental health, substance abuse, | ||
intellectual and developmental disabilities, early childhood | ||
intervention, HIV and AIDS treatment, and veteran services; and | ||
WHEREAS, Bill Morrow began his relationship with PermiaCare | ||
in 1974 when he became a member of its board of trustees; along the | ||
way, he helped to establish the Foundation for Mental Health and | ||
Mental Retardation of the Permian Basin to further the agency's | ||
mission; during his tenure, he was instrumental in securing the | ||
funding needed to purchase the building located on East Illinois | ||
Avenue in Midland, which would become the organization's flagship | ||
location; and | ||
WHEREAS, A respected leader in the Midland community, | ||
Mr. Morrow served on the local city council, and he was a county | ||
judge for eight years; he gave back to his fellow citizens through | ||
his membership on various boards, including those of United Way, | ||
Midland Community Theatre, the Midland Chamber of Commerce, the | ||
Industrial Foundation of Midland, and the Texas Rehabilitation | ||
Commission; furthermore, he was a church officer and Sunday school | ||
teacher at First Presbyterian Church; and | ||
WHEREAS, During the past half century, thousands of Texans | ||
have benefited from the services provided by PermiaCare, and much | ||
of this was made possible by Bill Morrow's dedicated efforts and | ||
commitment to helping those in need; now, therefore, be it | ||
RESOLVED, That the 86th Legislature of the State of Texas | ||
hereby commemorate the dedication of the PermiaCare building in | ||
honor of William C. Morrow and extend to all those associated with | ||
the agency sincere best wishes for the future; and, be it further | ||
RESOLVED, That an official copy of this resolution be | ||
prepared for PermiaCare as an expression of high regard by the Texas | ||
House of Representatives and Senate. | ||
