A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring safety vestibules on public school campuses.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter D, Chapter 37, Education Code, is
  amended by adding Section 37.1051 to read as follows:
         Sec. 37.1051.  SAFETY VESTIBULE. (a)  This section applies
  only to a school district or open-enrollment charter school campus
  for which, on or after September 1, 2023:
               (1)  construction begins; or
               (2)  renovations begin that include a modification to
  the main entrance.
         (b)  Each campus to which this section applies must limit
  public entry to the campus to a main entrance that has a safety
  vestibule.
         (c)  A safety vestibule must have one or more interior doors
  in addition to the main outside entrance door to the campus.  All
  the interior doors must be designed to be locked and unlocked by a
  means that is accessible only by a school district or
  open-enrollment charter school employee or campus security
  personnel.
         SECTION 2.  This Act takes effect September 1, 2023.
