A BILL TO BE ENTITLED
 
AN ACT
  relating to procedures for amending restrictions governing certain
  residential subdivisions.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 211.002(a), Property Code, is amended to
  read as follows:
         (a)  This chapter applies only to a residential real estate
  subdivision or any unit or parcel of a subdivision located in whole
  or in part within an unincorporated area of a county if the county
  has a population of less than 65,000 according to the 2000 federal
  decennial census or a subsequent federal decennial census.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2011.
