	A BILL TO BE ENTITLED
	AN ACT
	relating to the appointment of certain trustees of the Blinn Junior
	College District.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
	SECTION 1. Section 130.0827(a), Education Code, is amended
	to read as follows:
	(a) Notwithstanding any other law, in addition to the
	members of the board of trustees of the Blinn Junior College
	District elected or appointed under other provisions of this
	subchapter, the commissioners court of each county in which a
	branch campus of the district with a student enrollment greater
	than 10,000 is located shall appoint two members to serve on the
	district's board of trustees. If an advisory committee for a
	branch campus has been previously established, the members may
	[~~must~~] be selected from the membership of the advisory committee.
	SECTION 2. Section 130.0827(d), Education Code, is
	repealed.
	SECTION 3. This Act takes effect immediately if it receives
	a vote of two-thirds of all the members elected to each house, as
	provided by Section 39, Article III, Texas Constitution. If this
	Act does not receive the vote necessary for immediate effect, this
	Act takes effect September 1, 2019.
