relating to mental health training for public school educators. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Subchapter A, Chapter 38, Education Code, is | ||
amended by adding Section 38.041 to read as follows: | ||
Sec. 38.041. MENTAL HEALTH TRAINING. (a) The commissioner | ||
shall approve a course of instruction for educators that provides | ||
not less than four hours of mental health training. | ||
(b) The commissioner by rule shall require each educator to | ||
complete the course of instruction approved under Subsection (a) | ||
during the week before the first day of classes. | ||
(c) The agency may provide the course of instruction | ||
required by this section using funds available for that purpose. | ||
SECTION 2. Not later than January 1, 2020, the commissioner | ||
of education shall adopt rules required by Section 38.041, | ||
Education Code, as added by this Act, regarding educator mental | ||
health training. | ||
SECTION 3. This Act applies beginning with the 2019-2020 | ||
school year. | ||
SECTION 4. This Act takes effect immediately if it receives | ||
a vote of two-thirds of all the members elected to each house, as | ||
provided by Section 39, Article III, Texas Constitution. If this | ||
Act does not receive the vote necessary for immediate effect, this | ||
Act takes effect September 1, 2019. |
