| transmission facilities with transmission facilities operated by | ||
| the Midcontinent Independent System Operator. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. The president of the University of Houston shall | ||
| designate a department or entity at the university to conduct a | ||
| study to project the economic effects and electric grid reliability | ||
| effects that may result from: | ||
| (1) interconnecting transmission facilities that are | ||
| located in Harris County with transmission facilities that are | ||
| operated by the Midcontinent Independent System Operator; and | ||
| (2) allowing for the purchase of power at wholesale by | ||
| entities in Harris County through markets operated by the | ||
| Midcontinent Independent System Operator. | ||
| SECTION 2. The department or entity at the University of | ||
| Houston designated by the president of the university to conduct | ||
| the study under Section 1 of this Act shall prepare a report with | ||
| the conclusions of the study and submit the report to the | ||
| legislature and the Commissioners Court of Harris County not later | ||
| than September 1, 2022. | ||
| SECTION 3. This Act expires December 1, 2022. | ||
| SECTION 4. This Act takes effect September 1, 2021. | ||
