A BILL TO BE ENTITLED
 
AN ACT
  relating to college preparatory courses offered by school districts
  for local course credit.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 28, Education Code, is
  amended by adding Section 28.0026 to read as follows:
         Sec. 28.0026.  COLLEGE PREPARATORY COURSE. (a) To the
  greatest extent practicable, a school district shall offer to
  students attending high school in the district a college
  preparatory course for local course credit in accordance with
  Section 28.002(f).
         (b)  A college preparatory course under Subsection (a) must
  include:
               (1)  guidance concerning the college admissions
  process, including:
                     (A)  information concerning institutions of
  higher education with a wide range of admissions criteria; and
                     (B)  the availability of various types of
  financial aid and the qualifications for obtaining those various
  types of aid;
               (2)  instruction designed to prepare students for
  successful performance on a specific college entrance examination;
  and
               (3)  instruction on various forms of writing,
  especially essay writing, at the college level.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
