A BILL TO BE ENTITLED
 
AN ACT
  relating to requests for a list of annual vote-by-mail voters.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 86.014, Election Code, is amended by
  adding Subsections (c) and (d) to read as follows:
         (c)  The early voting clerk shall, on written request,
  provide a list of all voters:
               (1)  whom the early voting clerk provided with a ballot
  to be voted by mail in the most recent election; and
               (2)  to whom the early voting clerk is required, as of
  the date of the request, to send a ballot to be voted by mail in the
  next election because those voters are eligible to receive mail
  ballots for more than one election under Section 86.0015.
         (d)  With respect to a particular election, a person may make
  a request under Subsection (c):
               (1)  not earlier than the date the final canvass of the
  general election is completed, or if there is a runoff in the
  election, the date the final canvass of the runoff election is
  completed; and
               (2)  not later than the 60th day before the next
  election occurring in the territory served by the early voting
  clerk.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
