| relating to public school students evaluated for purposes of | ||
| accountability ratings in certain school districts. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Subchapter C, Chapter 39, Education Code, is | ||
| amended by adding Section 39.0531 to read as follows: | ||
| Sec. 39.0531. STUDENTS EVALUATED FOR PURPOSES OF | ||
| ACCOUNTABILITY RATINGS IN CERTAIN SCHOOL DISTRICTS. (a) This | ||
| section applies only to a school district that includes a student | ||
| enrollment of at least 1,000 African American males. | ||
| (b) Notwithstanding any other law, for purposes of | ||
| evaluating under Sections 39.053(c)(1), (2), and (4) the | ||
| performance of a school district subject to this section and | ||
| campuses in a school district subject to this section, only the | ||
| performance of African American males may be considered. | ||
| (c) Notwithstanding any other law, for purposes of | ||
| evaluating under Section 39.053(c)(3) the performance of a school | ||
| district subject to this section and campuses in a school district | ||
| subject to this section, only the student academic achievement | ||
| differentials among African American males from different | ||
| socioeconomic backgrounds may be considered. | ||
| SECTION 2. This section applies beginning with the | ||
| 2017-2018 school year. | ||
| SECTION 3. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2017. | ||
