| public institution of higher education. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Subchapter Z, Chapter 51, Education Code, is | ||
| amended by adding Section 51.9741 to read as follows: | ||
| Sec. 51.9741. INTERNET ACCESS TO CHECKING ACCOUNT | ||
| TRANSACTIONS. Each institution of higher education, as defined by | ||
| Section 61.003, shall post on the institution's Internet website a | ||
| copy of the institution's checking account transaction register to | ||
| the extent necessary to provide, for each payment by check or | ||
| electronic transfer drawn from money appropriated from the state | ||
| general revenue fund or received as student tuition or fee | ||
| payments: | ||
| (1) the check or transaction number; | ||
| (2) the amount of the payment; | ||
| (3) the date of the payment; | ||
| (4) a brief description of the purpose of the payment; | ||
| and | ||
| (5) the name of the payee. | ||
| SECTION 2. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2011. | ||
