A BILL TO BE ENTITLED
AN ACT
relating to Internet access to checking account transactions of a
public institution of higher education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter Z, Chapter 51, Education Code, is
amended by adding Section 51.9741 to read as follows:
Sec. 51.9741. INTERNET ACCESS TO CHECKING ACCOUNT
TRANSACTIONS. Each institution of higher education, as defined by
Section 61.003, shall post on the institution's Internet website a
copy of the institution's checking account transaction register to
the extent necessary to provide, for each payment by check or
electronic transfer drawn from money appropriated from the state
general revenue fund or received as student tuition or fee
payments:
(1) the check or transaction number;
(2) the amount of the payment;
(3) the date of the payment;
(4) a brief description of the purpose of the payment;
and
(5) the name of the payee.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2011.
