A BILL TO BE ENTITLED
 
AN ACT
  relating to a study on the improvement of driver's license issuance
  in this state.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  STUDY AND REPORT. (a) The Department of Public
  Safety of the State of Texas shall contract with a third party
  entity to conduct a study and create a report on improving the
  process of issuing driver's licenses in this state.
         (b)  The study must examine:
               (1)  the procedures for issuing driver's licenses in
  other states;
               (2)  technological advancements in the issuance of
  driver's licenses, including the development of digital driver's
  licenses;
               (3)  the process for issuing driver's licenses in this
  state, including metrics on the amount of time between application
  for a driver's license and receipt of a driver's license; and
               (4)  best practices for issuing driver's licenses.
         (c)  Not later than May 1, 2022, the Department of Public
  Safety of the State of Texas shall submit to the governor,
  lieutenant governor, and members of the legislature the report
  created under Subsection (a) of this section that includes:
               (1)  the findings of the study conducted under this
  section; and
               (2)  any recommendations to improve the process for
  issuing driver's licenses in this state.
         SECTION 2.  EXPIRATION DATE. This Act expires September 1,
  2022.
         SECTION 3.  EFFECTIVE DATE. This Act takes effect
  immediately if it receives a vote of two-thirds of all the members
  elected to each house, as provided by Section 39, Article III, Texas
  Constitution.  If this Act does not receive the vote necessary for
  immediate effect, this Act takes effect September 1, 2021.
