A BILL TO BE ENTITLED
 
AN ACT
  relating to a study by the Legislative Budget Board of the
  feasibility of preparing an impact statement regarding the effects
  of certain proposed legislation on a political subdivision.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  DEFINITION. In this Act, "political
  subdivision" includes a county, municipality, school district,
  junior college district, hospital district, or other special
  district.
         SECTION 2.  STUDY REGARDING POLITICAL SUBDIVISION IMPACT
  STATEMENT. The Legislative Budget Board shall study the
  feasibility of estimating, and preparing a statement regarding, the
  impact of any bill or resolution being considered by the
  legislature on the distribution of funding and liabilities between
  this state and political subdivisions of this state, if the bill or
  resolution proposes to:
               (1)  increase or decrease the funding available to a
  political subdivision; or
               (2)  affect the responsibilities or liabilities of a
  political subdivision.
         SECTION 3.  REPORT. Not later than December 1, 2014, the
  Legislative Budget Board shall report the results of the study to
  the lieutenant governor, the speaker of the house of
  representatives, and each member of the legislature.
         SECTION 4.  EXPIRATION. This Act expires January 1, 2015.
         SECTION 5.  EFFECTIVE DATE.  This Act takes effect
  immediately if it receives a vote of two-thirds of all the members
  elected to each house, as provided by Section 39, Article III, Texas
  Constitution.  If this Act does not receive the vote necessary for
  immediate effect, this Act takes effect September 1, 2013.
