A BILL TO BE ENTITLED
 
AN ACT
  relating to the creation of a hotline to report suspected incidents
  of impaired driving or dangerous driving.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter D, Chapter 411, Government Code, is
  amended by adding Section 411.053 to read as follows:
         Sec. 411.053.  IMPAIRED OR DANGEROUS DRIVING HOTLINE. (a)
  The department shall develop and operate a 24-hour-a-day hotline
  for persons to report incidents of suspected driving while
  intoxicated or under the influence of alcohol, controlled
  substances, or drugs and dangerous driving to the department.
         (b)  The hotline must enable a person to report an incident
  described by Subsection (a) to the department by:
               (1)  calling a toll-free telephone number;
               (2)  using an Internet website; or
               (3)  using other means of electronic communication,
  including:
                     (A)  e-mail message transmission; or
                     (B)  text messaging.
         (c)  The department, as soon as practicable, shall forward a
  report received on the hotline to the municipal police department
  or sheriff's office with jurisdiction over the matter.
         SECTION 2.  This Act takes effect September 1, 2011.
