No significant fiscal implication to the State is anticipated.
The bill would create the Texas Produced Water Consortium comprised of representatives from the Railroad Commission, State Energy Conservation Office, Texas Commission on Environmental Quality, Texas Economic Development and Tourism Office, Texas Water Development Board, private entities and a host university, Texas Tech University. The Consortium would be required to study the economics of beneficial uses of produced water and technology needed for those uses, and produce a report. The bill would require Texas Tech University to provide staff and other resources to consortium, to implement provisions of the legislation. Texas Tech University indicates that any costs associated with the bill could be absorbed within existing resources.
