No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to require additional inspection and maintenance requirements for certain oil and gas facilities as defined in the bill and require the use of leak detection equipment. The bill would specify additional items that may be considered by the Texas Commission on Environmental Quality when adopted rules to implement the provisions of the bill and would require these rules to be adopted by TCEQ not later than June 1, 2022. 

Based on the analysis of the TCEQ and the Railroad Commission, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
