The bill would amend the Utilities Code to establish the Texas Energy Efficiency Council. Based on the analysis of the Public Utility Commission, Department of Housing and Community Affairs, Commission on Environmental Quality, and Water Development Board; duties and responsibilities associated with implementation of the bill's provisions can be absorbed with available resources.
