Amend CSHB 4653 (house committee printing) by adding the following appropriately numbered SECTION to the bill and renumbering subsequent SECTIONS of the bill accordingly:

SECTION ____.  Article 6243a-1, Revised Statutes, is amended by adding Section 6.142 to read as follows:

Sec. 6.142.  CONTINUING ACTUARIAL STUDY OF DROP. At least once every five years, the city council in cooperation with the board shall conduct an actuarial study of DROP for purposes of determining whether the plan continues to:

(1)  be cost-neutral to the pension system; and

(2)  meet the goal of lengthening the careers of police officers and firefighters in the city.
