Bill Title: As introduced, requires that sum sufficient to pay interest and installments of principal on state debt be set apart from the first general fund revenues received during the fiscal year for any year in which sufficient funds are not appropriated in the state budget for the timely payment of such interest and installment payments. - Amends TCA Title 9, Chapter 9.
