Bill Title: As introduced, directs the comptroller to review statutory financing available to local governments and make suggestions that would improve the credit ratings, reduce bond insurance costs, and improve the sale of securities by local governments; requires that comptroller file report with appropriate committees of general assembly by March 1, 2011. - Amends TCA Title 4; Title 7; Title 8; Title 9; Title 10; Title 12 and Title 49.
