Bill Title: As introduced, removes the ability of the commissioner of education to waive statutes for high performing school districts, the ability of the commissioner or the LEA to waive statutes for charter schools and the ability of the state board of education or a postsecondary governing body to waive statutes for cooperative innovative high school programs. - Amends TCA Title 49.
