Bill Title: As enacted, specifies that a healthcare practitioner violates the practitioner's practice act by refusing to submit to a drug test or testing positive for a drug when the practitioner does not have a lawful prescription for using the drug or a valid medical reason for using the drug; establishes procedural requirements to be followed in such situations. - Amends TCA Title 50, Chapter 9; Title 63 and Title 68.
