Bill Title: As introduced, creates the legal status of de facto custodian; provides standards and procedures to be used by a court to determine if a person is a de facto custodian and to determine whether a de facto custodian should be awarded permanent custody or joint custody of a child. - Amends TCA Title 36, Chapter 6, Part 1 and Title 37, Chapter 1, Part 8.
