Bill Title: As enacted, substitutes the commissioner of agriculture or a qualified agent of the commissioner for county agriculture extension agents as a person who is authorized to conduct livestock cruelty examinations; clarifies that livestock cruelty examinations conducted by licensed veterinarians are entitled to the same legal presumptions as other qualified examiners. - Amends TCA Section 39-14-211.
