Bill Title: As introduced, requires municipalities having populations of 40,000 or more to develop plans to provide emergency backup systems for the continued operation of water and electric essential services, and to conduct a study of their existing water supplies every five years. - Amends TCA Title 6; Title 7; Title 58; Title 65 and Title 69.
