Bill Title: As enacted, authorizes a public utility to request, and the Tennessee public utility commission to authorize, a mechanism to recover the operational expenses, capital costs, or both, related to replacement of or upgrades to usage measurement devices if found by the commission to be in the public interest. - Amends TCA Title 65.
