Bill Title: As introduced, changes description of the state employee pay period from being "semimonthly" to "bi-weekly"; requires the commissioner of finance and administration to develop travel regulation forms and policies to implement the provision whereby a receiving agency in this state may pay travel expenses of persons assigned to the agency as part of a personnel interchange during the period of such assignments on the same basis as if they were regular employees of the receiving agency. - Amends TCA Title 8, Chapter 23 and Title 8, Chapter 50.
