Bill Title: As introduced, authorizes persons who tend dairy animals for a full or partial owner of the animal to receive cooperative agriculture extension funds for dairy equipment that promotes public health, if person completes a safe milk handling course and agrees to notify animals' owners if contamination outbreaks. - Amends TCA Title 49, Chapter 50, Part 1 and Title 53.
