Bill Title: As introduced, prevents any municipality from passing outstanding debt to residents of the county after relinquishing its charter by establishing a trusteeship composed of the former municipal governing body, and requiring, instead of authorizing, the county legislative body to levy a special tax within the previously incorporated limits. - Amends TCA Title 6, Chapter 1, Part 3; Title 6, Chapter 18, Part 1 and Title 6, Chapter 52.
