Bill Title: As introduced, prohibits water and wastewater treatment authorities from charging sewer fees for a property that cannot connect to sewer service due to a moratorium on connections; requires that persons who have paid sewer fees during a moratorium on connections that prevented such persons from connecting to service receive a credit against future charges. - Amends TCA Title 68, Chapter 221 and Title 69, Chapter 3.
