Bill Title: As introduced, prohibits any person or legal entity from reproducing, preparing derivative works from, distributing, or using digital or satellite transmission to perform a sound recording without the owner’s express permission if the sound recording was initially fixed on or before February 15, 1972; creates a cause of action for the owner. - Amends TCA Title 29; Title 39 and Title 40.
